I found this solution on StackOverflow which worked for me on Windows 7:
- Install Python (currently I'd use Python 2.7).
%PATH%environment variable in order to be able to use Python and the the programs without naming the full path.

Newer versions of Python
If you use Python 3.4+ you don't need to instal pip as Python ships with pip.exe nowadays. Just add its folder to the path and run it with your command:
set PATH=C:\Python34\Scripts;%PATH% pip install bottle
