The following steps didn't work for me (I could compile pulseaudio but it crashed when loading Apple's Coreaudio support or it wouldn't contain CoreAudio support). So I decided to use the Solution via Soundflower and esound described below the pulseaudio section.

A lowpass filter can be applied using the command line tool
sox. It tool can be installed like this on Ubuntu:
sudo aptitude install pacpl sox
Convert the audiofile to wave first (using Perl Audio Converter as sox has no mp3 support compiled in on Ubuntu systems):
use the option -clone!
readom dev=/dev/sr0 -clone f=audio-loops.iso
sudo alsa force-reload
sudo apt-get install noteedit

To start new with pulseaudio:
pulseaudio --kill rm -rf ~/.pulse ~/.pulse-cookie pulseaudio --start
Then check access to the soundcard:
sudo lsof | grep /dev/snd
pulseaudi 5173 philipp 20u CHR 116,10 ...
